Still having fan issues with new EVGA 570?

i posted thread last week concerning new evga 570 bought. fan on card not spin. jittered bit. sent , received new replacement card. fan on card seemed work. turned mac on , fan started spinning i'd expect.

morning started using mac , after while started acting weird. so, shut down , popped side off, restarted , watched fan , didn't spin. did couple of revolutions , stopped. repeated until shut down. after few shut downs , restarts fans started spinning again. i've tried 2 different power cables thinking maybe there short or bad connector in 1 of wires. same results both cables. moved card slot 2 see if makes difference. after installing card in slot 2 fan started spinning on first start up. plan leave there now, i'd surprised if going fix it.

anyway, have clue why happening? doubt received 2 bad cards. since 1 seemed fine week ago. have enough power run card? have 2008 mac pro. read should have plenty of power, maybe not. matter how many additional peripherals plugged in?
 

are these kind fan in center?

once noticed had left clear protective plastic on 1 , had sucked plastic in , wrapped around fan shaft

have noticed fan sit idle @ startup until gets warm enough start spinning

worry if card gets hot in use screen locks or cuts out black card reaching thermal shut off

feel ho touch point, @ metal frame house fan.

RAID in Early 2009 Mac Pro

being "tech guy" of house, brother has requested upgrade 4,1 mac pro. has: 2 x 2.26 quad-core xenons 12 gb ram 3 x geforce gt 120 4 x 2 tb hdd's in software raid 10 80 gb ssd in 1 of optical bays boot disk. uses computer video editing, in final cut pro x, he'll dabble in adobe suite. said wants more speed , needs less storage; i.e., doesn't need main drive more 2 tb. budget not issue here, future-proofing is: don't want have upgrade long time. ram upgrade simple enough, right? head on owc , grab 24 or 32 gb of whatever goes 4,1 generation mac pro. video cards know next nothing about. don't quite understand why he's got 3 of them for; monitor 30 in. cinema display. should upgrade video card(s)? maybe raedon 5770 or 5870? feel video editing isn't gpu-intensive, if is, please tell me so. now, fun part storage. figure best solution 4 new ssd's replace 12 tb ones, , stick ssds in raid 0. question is: n...
