i cannot figure out how in touch apple regarding icloud have imessage problems. can point:

when enter iphone serial number, tells me might have purchase pay-per-incident or something, because don't have applecare. if select "hardware issue" in drop-down (which it's not, since assume it's either software issue or, more likely, icloud issue), offer either call them, or call me, , it's going cost well.
don't understand why should pay tell them imessage has issues on account? has worked fine since first introduced, 1 week ago, imessages started "not delivered" error, though messages through recipient.
tried add e-mail address account , select "caller id", , works. going old email, fail again. recipients, other recipients old e-mail still works.
ideas?
