Mac Mail not sending .jpg to Outlook V.14

i've been working computers here in office , noticed other day few of our employees running windows 7 outlook v.14 not receive attachments .jpg. trying send images in rich text format.

there 3 weird circumstances when receive them are:
1. if change file type .jpg .jpg receive attachments
2. if send in plain text receive attachments
3. if forward message did not receive attachments, attachments magically appear.

running mac 10.6.8 , understand yes send them in plain text format, rather send in rich text due company signature.

making due forwarding emails feel missing attachments, concerned unless forward every email may miss important.

hope can issue forcing waste lot of time editing settings , double checking emails etc.

if recipients having attachment issues, because being filtered out. don't know if possible @ recipients' end. in case, have recipients ensure haven't setup rules have unintended consequences. suspect issue lies rules on exchange servers. sounds security measure has gone awry.

ATV3 5.1 channel ?

no service after redsnow jailbreaking
