Airport help please

hi
sister has brought first apple computer , on startup picked wrong network connect to(open wi fi),how switch airport on,when got icon @ top there no option t turn on airport wi-fi,even in network preferences airport not listed,also tried + button create new network no avail.
please

 

not quite following here... turning airport on allows pickup wifi signals. turning off won't have access.
