iMessages!? Arghhhhhh

so, moved shanghai, china , have found use of imessaging more , more useful.
actually, sooooo unbelievably amazing of feature must use it!

dilemma..
mother, sister , have our own apple ids, have our own iphones yet, reason, can imessage sister.

whenever try message mom, opens texting conversation, instead of imessage conversation.

tried everything, imessage --->on off, created new apple id her, restarted our phones, double checked our contact information.

doesn't want to work!
have ideas? or similar experiences?

checked whether imessages activated on moms iphone # mistakenly might have turned off! because happened me lot , friends....! if have created new id take time.
