How to unlock a file

one of files says xls lock icon on it. when add more info prompts [wright only]. how can unlock file?
 

i think right click file , "get info". should see padlock @ bottom click on , enter admin password.

ATV3 5.1 channel ?

no service after redsnow jailbreaking
